Ryzen 9 9950X3D + RTX 2070 Super: bottleneck check
GPU-limited at 1440p. CPU overkill.
The RTX 2070 Super is the part working hardest at 1440p, which is what you want. The Ryzen 9 9950X3D keeps about 44% in reserve.
By resolution
| Resolution | Limiting part | Severity | Verdict |
|---|---|---|---|
| 1080p | GPU | 39% | GPU-bound (normal) |
| 1440p | GPU | 44% | CPU overkill |
| 4K | GPU | 57% | CPU overkill |
The RTX 2070 Super is the limit at every resolution and by a wide margin at 4K (57%). The Ryzen 9 9950X3D is overkill for this card: a faster GPU would give you far more frames than any CPU change.
